Response to Intervention (RtI)

Response to Intervention is a multi-tiered system of supports for students with learning and behavior needs.  Intervention begins with high quality instruction in the general education classroom (Tier 1). This instruction is research-based and of sufficient quality that 80% of all students have their needs met. For students who are not responding to Tier 1 instruction are considered for additional supports by implementing a problem-sovling process that consists of:

  • Universal Screening

  • Tiered system of supports

  • Progress Monitoring

Each school is responsible for establishing an RtI Committee and implementing the RtI framework.  Below are resources that will support the schools' committees in providing students with multi-tiered system of supports.

Getting Good Data

Setting Student Growth Targets for Tier 2 and Tier 3
The minimum growth target for MCPS students in tier 2 and 3 is 1.5 grade levels.  The rationale is to ensure the student's achievement gap begins to close each year.  Click the report below titled, "How to Use the Student Growth Monitoring Report", to view a quick start guide that explains how to use the data to identify a student's growth target for the intervention plan.  Three other reports are also listed below that explain other aspects of the scaled score.
