The VDOE has developed a free Cultural Competency Training Module to meet the new training requirements to be implemented by the start of the 2022-2023 academic year in alignment with § 22.1-298.7 of the Code of Virginia. Additionally, the module will satisfy the requirement for every person seeking initial licensure or renewal of a license to complete instruction or training in cultural competency. This component of the legislation requires a change to the Board of Education's Licensure Regulations for School Personnel, which is currently in progress. We anticipate that this new licensure statutory requirement will go into effect for those seeking a license beginning with the July 1, 2023 license cycle.

The 40-minute module is accessible on the VADOE

    • Industry Certification Credential (Career and Technical Educators Only)

Individuals applying for an initial license with a career and technical education endorsement must include documentation verifying the industry credential statutory requirement has been met for the endorsement requested.

An "Industry certification credential" means a career and technical education credential that is earned by successfully completing a Virginia Board of Education-approved industry certification examination, being issued a state professional license, or successfully completing an occupational competency examination. Please note that this requirement is in addition to all other licensure requirements for the endorsement you are seeking. For detailed information regarding 1) the teacher-eligible list of Board of Education-approved industry certification examinations, (2) the issuing organization, and (3) the specific career and technical (CTE) area(s), including the corresponding endorsement codes, refer to the Industry Credentials for Teachers Seeking an Initial Virginia License with Endorsement(s) in an Area of Career and Technical Education Guidance Document Word) (Revised June 2021), Guidance Document (Word).

The Code of Virginia requires that a teacher seeking an initial license in the Commonwealth with an endorsement in the area of career and technical education shall have an industry certification credential in the area in which the teacher seeks endorsement. If a teacher seeking an initial license in the Commonwealth has not attained an industry certification credential in the area in which the teacher seeks endorsement, the Board may, upon request of the Virginia employing school division or Virginia-accredited nonpublic school, issue the teacher a provisional license to allow time for the teacher to attain such a credential.

A Provisional license may only be issued at the request of the Virginia-employing school division or the Virginia-accredited nonpublic school.

Phoenix University has an opportunity that is specific to provisionally licensed, special education teachers who have met the state’s foundation requirement but have not yet completed the remaining academic requirements for full licensure.

As you are already aware, a foundation course, (i.e. SPE/513 Phoenix) is a pre-requisite for obtaining a provisional license in special education.  Upon completion of the initial course, many provisional teachers struggle to meet the remaining requirements, particularly when seeking out individual courses over a three-year period.  The University of Phoenix’s Post Bachelor, Initial Teaching Certificate in Special Education solves this problem.  The provisional teacher enters a streamlined, focused program, in which they can meet the state’s licensure requirements in about one year, by taking one course at a time.

A provisional teacher who has completed the foundations' requirements but has not yet completed the additional requirements has an opportunity to enter the program that Phoenix University offers.  Credit for their foundations' course, (SPE/513) applies directly to the program, allowing them to start the next course.

Be on your way to becoming fully licensed in Virginia with no deficiencies by taking the opportunity the University of Phoenix has to offer! Don't delay, enroll now.

The division’s tuition reduction applies, (use code RDS8), and financial aid is available through the university.
